Notice of Public Hearings

March 23, 2020

Due to the State of Emergency declared by both the President of the United States and the Governor of the Commonwealth of Pennsylvania; the public health concerns created by the COVID-19 outbreak (coronavirus); and to support the health, well-being and safety of our community, the Southeastern Pennsylvania Transportation Authority (SEPTA) Public Operating Budget Hearings will be held as virtual hearings. Members of the general public may attend the Operating Budget Hearings remotely and are encouraged to do so. Instructions for and the link to access the Operating Budget Hearings will be posted here www.septa.org/notice/. The schedule of public Operating Budget Hearings will be held as follows:

April 22, 2020 - 11:00am & 6:00pm

April 27, 2020 - 11:00am & 6:00pm

SEPTA will provide a sign language interpreter at the hearings.

Persons desiring to present comments and testimony at the virtual public Operating Budget Hearings will have an opportunity to do so and are encouraged to visit the above-referenced SEPTA website prior to the meeting for information and instructions regarding access and participation.

Persons wishing to file written comments may also forward them to the Director of Operating Budgets, Southeastern Pennsylvania Transportation Authority, 1234 Market St., 9th Floor, Philadelphia, PA 19107 by May 2, 2020 so that they may be forwarded to the Hearing Examiner. Comments can also be sent via email to [email protected].

The proposed Operating Budget and Financial Plan and the Authority's Fare Restructuring proposal is available for the public to view at SEPTA's website. Members of the public may also obtain a copy of the Operating Budget and Financial Plan by requesting, in writing, a copy from the Director of Operating Budgets at the address listed above.

As the COVID-19 pandemic continues to develop and as Federal, State and Local County restrictions evolve, the Operating Budget Hearings are subject to change/modification.

SUMMARY OF PROPOSED FARE CHANGES EFFECTIVE JULY 1, 2020

NA = NOT APPLICABLE

SEPTA Key = Payment via SEPTA Smart Media Card

Kiosk does not sell reduced fare tickets for disabled, seniors or children.

SEPTA will provide 60 days notice of effective date when fare instrument changes transition to SEPTA Key. Current on board weekday/weekend fares $1 below SEPTA Key full launch pricing established in 2017. Surface Lot Daily Parking $1.25 rate established in 2017.

CHANGES ARE BEING PROPOSED FOR THE FOLLOWING TARIFFS

TARIFF #1 CITY TRANSIT DIVISION - Fare increase presented above; SEPTA Key Card travel wallet transfer changes:

  • First transfer within 90 minutes of base ride free

  • Second transfer within 90 minutes of base ride $1.00 (regular) or $0.50 (disabled)

Introduction of child ages 5 through 11 cash fare of $1.00, limit 3 per fare paying adult; Discontinuance of Family Independence Pass; Introduction of new rolling Three Day Convenience Pass valid for 72 consecutive hours (future product); Law enforcement personnel with valid ID and Personal Care Attendant granted free transportation; Increased the number of children eligible to ride free from two to three

TARIFF #155 SUBURBAN TRANSIT DIVISION - Fare increase presented above; SEPTA Key Card travel wallet transfer changes:

  • First transfer within 90 minutes of base ride free

  • Second transfer within 90 minutes of base ride $1.00 (regular) or $0.50 (disabled)

  • Passes: One Day Convenience $9.00 and One Day Independence $14.50; 7 Day $26.50 and 30 Day $99.00 (future product)

  • Transit Trip Fares: One Trip $2.50 and Two Trip $5.00 with one free transfer per base trip

TARIFF #146 DEMAND RESPONSE SERVICE (Shared Ride Program) - Fare information presented above

TARIFF #229 PARATRANSIT ADA - Fare information presented above; Inter-County charge reduced from $1.00 to $0.75; Zone charge reduced from $1.00 to $0.75; Added $0.75 charges can only be applied once, max single trip fare cannot exceed $5.00; Once SEPTA Key is operational the adult token will no longer be accepted

TARIFF #154 RAILROAD DIVISION - Fare increase presented above; Introduction of child ages 5 through 11 fare of $1.00, limit 3 per fare paying adult; Discontinuance of Family Independence Pass; Discontinuance of Evening weekday off-peak fares; One Day Independence 10 ride trip limit set and elimination of the AM peak travel restriction allowing use any time of day; Once SEPTA Key is fully operational ten trip fares are eliminated and replaced with SEPTA Key fares; Law enforcement personnel with valid ID and Personal Care Attendant granted free transportation; Increased the number of children eligible to ride free from two to three

TARIFF #168 PARKING - Fare increase presented above; Once SEPTA Key is operational the Surface lot daily fee increases from $1.00 to $1.25
